I remember the 1964 Worlds Fair in Queens, mostly because of the black felt hat with a huge bright purple feather coming out of it. The theme was “Peace Through Understanding”, dedicated to “Man’s Achievement on a Shrinking Globe in an Expanding Universe,” but to a kid, it was a vision of the future, all the cool things that would be our world. A few years later, there was sex, drugs and rock ‘n roll, but no flying cars. The word “groovy” found its way into our lexicon. It’s not used much anymore. Efforts to predict the future, and to promote the notion that we should dedicate our efforts to creating the infrastructure, both physical and intellectual, to support it, have not panned out well. Exactly 230 years ago, on Sept. 17, 1787, a group of men in Philadelphia concluded a summer of sophisticated, impassioned debates about the fate of their fledgling nation. The document that emerged, our Constitution, is often thought of as part of an aristocratic counterrevolution that stands in contrast to the democratic revolution of 1776. But our Constitution has at least one radical feature: It isn’t designed for a society with economic inequality. Someone thinks of the Constitution as an aristocratic counterrevolution? Often? The Terrorism Screening Center (TSC) is a multi-agency center created in 2003 in the wake of 9/11 terror attacks on the Twin Towers in New York City. The TSC is administered by the Federal Bureau of Investigation which is part of the U.S. Department of Justice.   The TSC, however, is operated by staff from multiple agencies beyond the FBI, including the Department of Homeland Security (DHS), the Department of State, Customs and Border Protection, and the Transportation Security Administration (TSA). The first mental health court was established about 20 years ago in Broward County, Florida, in 1997.  Since that time, a relatively small number of counties across the country have established these innovative and forward-thinking programs, with the result that there were approximately 300 mental health courts nationwide as of 2016.  Many of these courts are funded under a 2002 federal program known as the “Law Enforcement and Mental Health Project”.  It sounds like a lot, but the real need is still not being met.  Relatively recent data from the Bureau of Justice Statistics show that 55% of male inmates and 73% of female inmates in the United States are mentally ill.  Further, 23% of these individuals were incarcerated three or more times, thereby demonstrating an unacceptably high recidivism rate among this segment of the overall inmate population.  Additionally, over the last several decades, a considerable number of mental health…

I have been writing in my blogs and on my web page recently about the Local Police departments apparent resistance or push back against the Legislature’s efforts to decriminalize the possession of small amounts of Marijuana in 2011 and the lowering of the penalty of the possession of small quantities of cocaine and heroine from a felony to a misdemeanor in 2015.   As I have explained the Police has seemingly pushed back against these legislative initiatives by up-charging or adding charges under questionable circumstances such as the crime of operation of a drug factory  or possession with intent to sell.   In these cases the Police really tie your hands because they take what would have been a mere non criminal violation punishable by only a fine or a misdemeanor level possession offense and they turn it into a serious felony charge for which you can be facing up to 7 years in jail for marijuana and 15 years in jail for narcotics.
