Police union criticisms warranted, but suggestions off base

While Grits remains sympathetic to activists like Paul Butler who're frustrated at the ability of police unions like the Federation of Police to thwart accountability reforms, I don't find his proposed solutions particularly viable or useful.Because labor unions are associations of free individuals under the First Amendment, I consider Butler's suggestion that "Congress as well as state and local lawmakers should convene hearings" to investigate them over political disagreements reprehensible. One mustn't adopt McCarthyite tactics just because one's opponent behaves reprehensibly. Schaumburg to Consider Issuing Negligent Driving Municipal Violations

The Public Safety Committee for the Village of Schaumburg has recommended that the Village of Schaumburg allow police officers to write local Municipal Violation tickets for first-time negligent driving offences. The measure is intended to go after drivers who are using hand-held cellphones while they are driving instead of hands-free devices. Village officials claim that the judges at the Rolling Meadows Courthouse are taking these tickets too lightly and not punishing offenders enough. If this measure is adopted by the Schaumburg Village Board, police officers will have the option of writing a local Municipal Ordinance Violation ticket, issue written warnings, or issue a State Citation for a ticket violation which allow offenders an opportunity to go to Court and contest the ticket in Court, in front of an actual Judge. Like an unusually large wave that occasionally hits the shore, every few years there is a swell on Beacon Hill to “reform” something. Back in the 1990’s, get-tough-on-crime advocates successfully passed legislative “crack-down” amendments to many criminal law statutes, several of them requiring mandatory minimum sentences for a variety of crimes – mostly Massachusetts drug offenses.  As a Massachusetts drug offenses lawyer, I can assure you that this approach produced some pretty awful legal results in courtrooms across the state – tying judges’ hands any time that a guilty verdict was returned by a jury on often victim-less, relatively minor drug charges. Die derzeit geltenden E-Privacy Richtlinie (2002/58/EG) sowie Cookie-Richtlinie (2009/136/EG) der EU ergänzen die europäische Datenschutzrichtlinie (95/46/EG) in Bezug auf den Schutz personenbezogener Daten im Bereich der elektronischen Kommunikation. Die beiden erstgenannten Richtlinien (E-Privacy und Cookie) sollen durch die künftige E-Privacy Verordnung abgelöst werden. Die E-Privacy Verordnung liegt derzeit im Entwurf vor; sie soll voraussichtlich zusammen mit der EU GDPR (DSGVO) im Mai 2018 in Kraft treten. Im Gegensatz zu Richtlinien gelten Verordnungen unmittelbar in allen EU-Mitgliedsstaaten und müssen nicht in nationales Recht umgesetzt werden. Der Europäische Datenschutzbeauftragte (EDSB/EDPS) publizierte bereits am 22. Juli 2016 eine vorläufige und am 24. April 2017 eine ordentliche Stellungnahme zum Entwurf der E-Privacy Verordnung.
